Essential Job Functions: The main functions of the Chief Executive Officer:
1. The Chief Executive Officer position reports to the FLR Board of Directors and shall be responsible for implementing his or her executive directives consistent with the FLR Board of Directors' direction and goals.

2. Oversight and administering the day-to-day operational activities of the FLR. Together with or in the absence of the FLR Board of Directors', the Chief Executive Officer will represent the FLR at all Internet2 meetings/activities as well as other national, regional, state and/or local meetings or conferences.

3. Provide guidance, development, and supervision on a regular basis to the FLR Chief Business Development Officers, Chief Communications Officer, Chief Financial Officer, Chief Operating Officer, Chief Services Officer Legal Counsel, Auditors, or any other functions contracted or assigned by the Board to ensure the smooth operation of the company and timely execution of all services and obligations.

4. Develop and execute the FLR Strategic Plan, Business Plan, Five Year Master Financial Workbook and Communications/Marketing Plan in furtherance of the FLR mission. The position is also responsible for recognizing, planning, and developing future cooperative ventures beyond the operational data network.

5. Responsible for the quarterly FLR BOD meetings, keeping the FLR Board of Directors informed about the services and activities of the FLR on an as needed basis.


ESSENTIAL STRATEGIC DUTIES AND RESPONSIBILITIES
1. In conjunction with the FLR Board develop the FLR Strategic Plan, Business Plan and Five-Year Master Financial workbook (includes operating and capital budgets), Communications and Marketing Plan and execute accordingly, ensuring objectives and milestones are achieved.

2. Provide leadership to the company's officers and staff.

3. Seek consensus among FLR members.

4. Communicate the FLR mission to various audiences both internal and external.

5. Identify funding opportunities external to FLR membership and capitalizing on these opportunities.

6. Represent the FLR at national, regional, state, and local meetings and conferences (in concert with the Board Chair).

7. Establish, manage and sustain an innovative research and education agenda.

8. Establish, monitor and sustain a business development program (increase affiliate revenue as directed by the FLR Board).

9. Establish, monitor and sustain a corporate communications and marketing program.

10. Establish FLR Board approved activities of the various Board committees.

11. Provide administrative support for all meetings of the Board of Directors.
Marginal Job Functions: ESSENTIAL OPERATIONAL DUTIES AND RESPONSIBILITIES

1. Policymaking and/or Interpretation: Develop and recommend policy for Board approval. Upon approval, the Chief Executive Officer monitors and ensures adherence to policy.

2. Program Direction and Development: Develop, communicate, and implement short and long range planning efforts in furtherance of the FLR mission. Also responsible for recognizing, planning, and developing future cooperative ventures beyond the operational data network.

3. Level of Public Contact: The level of public contact is extremely high, frequent, and broad. Examples of contacts include but are not limited to leaders of member institutions, potential customers, donors, funding organizations, and leaders of national networks. Ensure a consistent concise message as to FLR purpose is both coherent and understood.

4. Monetary Responsibility: FLR is a multi-million-dollar company. A significant monetary error could be catastrophic to the continuing operation of the company. As delegated by the FLR Board of Directors, the Chief Executive Officer shall have the power and authority to manage, direct and guide the day to day operations of the Company, including without limitation (i) the right to employ, contract with or retain, on such terms and for such compensation as is approved by the Board of Directors, such employees, agents and independent contractors as are necessary or advisable in connection with the day to day operations of the Company; (ii) the power and authority to negotiate and execute agreements, and modifications thereof, related to the operation of the Company consistent with the budget, capital expenditures, and strategic plans approved by the Board of Directors or if such action was separately approved; (iii) the power and authority to acquire on behalf of the Company such insurance as the Chief Executive Officer deems necessary or desirable for the protection of the Company, for the conservation of the Company's assets, or for any other purpose convenient or beneficial to the Company; (iv) the power and authority to expend the funds of the Company in connection with the day to day operations of the Company; and (v) the power and authority to execute, acknowledge and deliver any and all documents and instruments as may be necessary or desirable in connection with any of the foregoing.

5. Board Relationships: Participates in all scheduled Board of Directors, Audit, Business, Engineering, Finance, Human Resource/Nominating and Research Committees meetings to provide assistance and advice as required.

6. Supervision Exercised: The following FLR positions report directly to the Chief Executive Officer: Chief Business Development Officers; Business Development Manager; Chief Financial Officer; Chief Operating Officer; Chief Communications Officer; Chief Services Officer
Required Knowledge, Skills, & Abilities: 1. Broad knowledge of IT and high-end networking in a higher, data transfer, and computing education or corporate setting. All aspects of campus or statewide networks including network operation center functions in a higher education or private sector setting.

2. Knowledge and ability to work within the political arena.

3. Demonstrated leadership and organizational skills.

4. Documented strategic and operational planning skills.

5. Ability to work and partner with national organizations such as Internet2, other RONs, EDUCAUSE, etc.

6. Policy, budget development and human resource management skills.

7. Excellent communication and interpersonal skills and the ability to facilitate working relationships between and among the Partner Institutions (public/private).

8. Ability to politically read and maneuver the landscape of the various universities.

9. Fundraising/grant writing skills.

Major (if required):  
Required Experience: At least eight (8) years of experience in business administration, management (emphasis on management information systems), finance, telecommunications.

Master's degree in an appropriate area of specialization and six (6) years of experience.
Preferred Qualifications: Ten (10) to twelve (12) years of experience in executive staff management/supervision of a campus or statewide networking organizational unit; national or regional optical networking experience preferred. Consideration will be given to industry information technology certifications or management information systems, network administration and not for profit experience.
