Essential Job Functions: 1. Manages job posting and application process in compliance with EEOC requirements and guidelines.
2. Oversees workflow for faculty appointment and reappointment process, including review of transcript credentials to ensure adherence to accreditation standards, and maintenance of faculty records and reporting in Banner.
3. Coordinates remote I-9 completion process through HR-CUPA Consortium to ensure valid work authorization of remote employees in accordance with immigration guidelines.
4. Monitors applicant email portal and responds to queries related to application process, posting status, and general FAQ’s.
5. Confers with management to implement personnel policies or procedures.
6. Performs searches for qualified job candidates, using sources such as computer databases, networking, Internet recruiting resources, media advertisements, job fairs, recruiting firms, or employee referrals.
7. Provides current and prospective employees with information about policies, job duties, working conditions, wages and contracts, opportunities for promotion, and employee benefits.
8. Reviews and evaluates applicant qualifications or eligibility for specified licensing, according to established guidelines and designated licensing codes.
9. Selects qualified job applicants or refers them to managers, making hiring recommendations when appropriate.
10. Conducts reference or background checks on job applicants and vendors, and assists with employee drug screenings.
11. Interprets and explains human resources policies, procedures, laws, standards, or regulations.
12. Maintains current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA).
13. Monitors and corrects time and attendance records.
14. Prepares or maintains employment records related to events, such as hiring, termination, leaves, transfers, or promotions, using human resources management system software.
15. Maintains and updates human resources documents, such as organizational charts, directories, or performance evaluation forms.
16. Provides management with information or training related to interviewing, performance appraisals, counseling techniques, or documentation of performance issues.
17. Maintains employee data integrity and confidentiality.
18. Completes special projects as assigned.
19. Performs other duties as assigned or required.
Marginal Job Functions:  
Required Knowledge, Skills, & Abilities: Knowledge:
1. Clerical - Thorough knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
2. Administration and Management – Working knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, human resources modeling, leadership technique, and/or coordination of people and resources.
3. Personnel and Human Resources – Working knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems.
4. English Language – General knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
5. Customer and Personal Service - General knowledge of principles and processes for providing customer and personal services. This includes needs assessment, meeting quality standards for services, and evaluation of user satisfaction.
6. Basic knowledge of MS Office Suite (Outlook, Word, Excel, PowerPoint).

Skills:
1. Active Listening - Basic skills in giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
2. Speaking - Basic skills in talking to others to convey information effectively.
3. Reading Comprehension - Basic understanding of written sentences and paragraphs in work-related documents.
4. Critical Thinking - Basic skills in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
5. Writing - Basic skills in communicating effectively in writing as appropriate for the needs of the audience.
6. Coordination - Basic skills in adjusting actions in relation to others' actions.
7. Social Perceptiveness - Basic skills in being aware of others' reactions and understanding why they react as they do.
8. Active Learning - Basic skills in understanding the implications of new information for both current and future problem-solving and decision-making.
9. Monitoring - Basic skills in monitoring / assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action.

Abilities:
1. Deductive Reasoning - The ability to apply general rules to specific problems to produce answers that make sense.
2. Inductive Reasoning - The ability to combine pieces of information to form general rules or conclusions (including finding a relationship among seemingly unrelated events).
3. Problem Sensitivity - The ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.

Physical Requirements:
1. Near Vision - Must be able to see details at close range (within a few feet of the observer).
2. Speech Recognition - Must be able to identify and understand the speech of another person.
3. Speech Clarity - Must be able to speak clearly so others can understand you.
4. Travel - Must be able to travel on a daily and/or overnight basis.
5. May be required to work nights or weekends.

Required Experience: High School Diploma and seven (7) or more years of human resources experience

Associate's Degree and five (5) or more years of human resources experience.
