Primary Purpose:
Contributes to assigned unit's financial success by examining budget estimates for completeness, accuracy, and conformance with procedures and regulations. Analyzes budgeting and account reports.

Essential Job Functions:
1. Prepares, examines, or analyzes accounting records, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
2. Reports to management regarding the finances of assigned unit(s).
3. Classifies, records, and summarizes numerical and financial data to compile and keep financial records, using journals and ledgers or computers.
4. Prepares purchase orders, check requests, expense reports, journal entries, and budget transfers.
5. Compiles budget data and documents, based on estimated revenues and expenses and previous budgets.
6. Reviews operating budgets to analyze trends affecting budget needs, and takes corrective action when needed.
7. Analyzes monthly department budgeting and accounting reports to maintain expenditure controls.
8. Provides advice and/or technical assistance with cost analysis, fiscal allocation, and budget preparation.
9. Summarizes budgets and submits recommendations for the approval or disapproval of funds requests.
10. Performs accounting functions related to grants and contracts, including assisting in the development of budgets, approving expenditures, preparing invoices, and ensuring all accounting activity complies with the sponsor's policies and procedures.
11. Completes special projects as assigned.
12. Performs other duties as assigned or required.

1. Accounting - Working knowledge of accounting principles and practices, banking, and the analysis and reporting of financial data.
2. English Language - General knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
3. Administration and Management – Working knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, human resources modeling, leadership technique, production methods, and coordination of people and resources.
4. Customer and Personal Service - Working knowledge of principles and processes for providing customer and personal services. This includes needs assessment, meeting quality standards for services, and evaluation of user satisfaction.

Physical Requirements and Working Conditions
1. Speech Recognition - Must be able to identify and understand the speech of another person.
