Primary Purpose:

Defines, establishes and manages the institutional data governance program and the knowledge hub (glossary, taxonomy, metadata, stewardship), ensures data products and dashboards use consistent definitions, certified metrics and clear ownership. Improves reporting trust through data literacy efforts, data asset organization/management, data quality oversight and policy-based access collaboration. Drives adoption through practical standards, workflows and measurable outcomes and builds and strengthens metadata management and semantic consistency for ontologies and knowledge graphs.

Essential Job Functions: 

1. Builds and operates the institutional data governance operating model and support data literacy adoption.
2. Owns the business glossary, KPI dictionary, enterprise taxonomy; maintains governance standards for definitions to support semantic layer foundations.
3. Leads metadata management practices by catalog curation, domain attribution, data classification, support lineage documentation standards.
4. Defines and runs certification for data assets.
5. Establishes data quality management including critical data elements, quality rules, monitoring approaches, issues intake and remediations.
6. Supports data product lifecycle governance to include product registration, versioning, change control and refinement.
7. Defines readiness path for ontologies foundations (entity definitions, relationships, taxonomy to ontology paths).
8. Reports governance performance and value including adoption, data catalog completeness, data asset inventory, etc.
9. Supports the formation of a data stewardship council.
10. Acts as an enabler of shared decision-making, partnering closely with IT, academic and administrative leadership.
11. Performs other duties as assigned or required.

Job Requirements: 

Required Knowledge, Skills, & Abilities: 

1. Expertise in data governance frameworks and operating models.
2. Strong metadata management capabilities or library science knowledge.
3. Ability to define an operationalize data quality (critical data elements, rules, monitoring, issues management).
4. Knowledge of analytics delivery methods.
5. Understanding of data privacy (regulations) and security.
6. Familiar with knowledge management concepts (taxonomy, ontology, knowledge graphs).
7. Strong stakeholder management: facilitation, influencing without authority and executive communication.
8. Project managed skills: roadmaps, process design, change management and adoption success.
9. Effective communication skills and ability to write clearly, concisely for a wide range of stakeholders.

Required Certifications/Licensures: 

Required Education: Bachelor's Degree

Major (if required: Information Systems, Data/Information Management, Analytics, Information/Library Sciences or similar field.

Required Experience: 

1. Four (4) or more years experience in enterprise-wide data governance, data quality, or data management or related experience.
2. Three (3) or more years experience leading cross-functional programs.
3. Project Management experience.
4. Demonstrate experience in creating glossaries.
5. Experience in partnering with IT.

Preferred Qualifications: 

1. Master's Degree in Information Systems, Data/Information Management, Analytics, Information/Library Sciences or similar field.
2. Higher Education experience strongly preferred.
3. Understanding of the healthcare industry.
4. Understanding of ETL/ELT’s.
5. Ellucian Banner experience.
6. Certified Data Management Professional (CDMP).
7. Microsoft Purview and Fabric familiarity, certification preferred.
