Primary Purpose:

Supports NSU’s success by managing Veteran Education Benefit Programs and acting as the primary School Certifying Official (SCO) for VA benefits, guaranteeing accurate and timely benefit certification and compliance with federal regulations. Oversees student records and financial aid related to veterans’ education benefits, while leading a team of certifying officials.

Essential Job Functions: 

1. Plans, directs, supervises, and coordinates work activities of subordinates and staff, including hiring, coaching, evaluating, and terminating, all in accordance with university policies and procedures.

2. Maintains departmental procedures and remains up to date on institutional and federal regulations.

3. Administers, awards, and makes revisions and adjustments to grants, loans, and Federal Work-Study to ensure compliance with regulations and adherence to established guidelines.

4. Manages the email inbox ensuring timely and appropriate responses to all inquiries.

5. Administers and oversees Veterans Education Benefit programs in full compliance with VA regulations, policies, and procedures. Maintains accurate, audit-ready student and institutional records for review by the Department of Veterans Affairs, State Approving Agencies, and other regulatory bodies.

6. Prepares for and coordinates VA Supervisory Visits and Compliance Surveys, working closely with VA Compliance Specialists and regulatory agencies to ensure institutional and student records meet federal requirements.

7. Attends monthly VA training sessions and serves as a liaison for veteran benefit recipients, maintaining ongoing communication with the VA Regional Processing Office, State Approving Agency (SAA), and Education Liaison Representative (ELR).

8. Keeps up to date on VA programs, policies, and regulatory changes to ensure accurate and compliant administration of benefits.

9. Researches and responds to veterans' inquiries using university and VA database records, and reviews special circumstances that may impact students’ aid or benefits.

10. Provides comprehensive counseling and guidance on veteran education benefits, financial aid options, and student billing to support informed decision-making and promote student success.

11. Reports student enrollment to the VA for benefits by accurately certifying enrollment dates, status, tuition, fees, and changes using VA’s Enrollment Manager system, in compliance with VA regulations.

12. Notifies the State Approving Agency (SAA) of significant changes to programs, policies, or approval criteria, and submits institutional catalogs for approval annually.

13. Notifies the Department of Veterans Affairs of any changes to SCO staff.

14. Generates and distributes reports to ensure timely notification of enrollment status changes to the VA, certifying and reporting only degree-applicable courses.

15. Participates in developing and maintaining the VA website to provide up-to-date information for students.

16. Conducts presentations and workshops on veterans and financial aid for prospective and current students, and trains staff on veteran benefits and OSS policies and procedures.

17. Works evenings and weekends, as needed.

18. Completes special projects as assigned.

19. Performs other duties as assigned or required.

3. Administration and Management - General knowledge of business and management principles involved resource allocation, leadership techniques, and/or coordination of people and resources.
4. Personnel and Human Resources - General knowledge of principles and procedures for personnel recruitment, selection, and training.
5. Advanced knowledge of MS Office Suite (Outlook, Word, Excel, PowerPoint).

Physical Requirements and Working Conditions:

Required Certifications/Licensures: 

Required Education: Bachelor's Degree

Major (if required: 

Required Experience: 1. Minimum (4) years of financial aid experience in an academic setting, including direct experience with Veterans’ Affairs programs.

2. Prior supervisory experience.


Preferred Qualifications: 

1. Familiarity with VA systems such as Enrollment Manager, and student information systems.
2. Experience with Ellucian Banner software
