Primary Purpose:

Contributes to assigned unit's success by examining budget estimates for completeness, accuracy, and conformance with procedures and regulations. Analyzes budgeting and account reports. Administers human resources programs and policies that attract, motivate, and retain exceptional employees.

Essential Job Functions: 

1. Prepares, examines, or analyzes accounting records, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
2. Reports to management regarding the finances of assigned unit(s).
3. Develops, maintains, and analyzes budgets, preparing periodic reports that compare budgeted revenues and expenses to actuals.
4. Analyzes business operations, trends, costs, revenues, financial commitments, and obligations to project future revenues and expenses or to provide advice.
5. Interprets budget directives and ensures compliance.
6. Prepares purchase orders, check requests, expense reports, journal entries, and budget transfers.
7. Compiles budget data and documents, based on estimated revenues and expenses and previous budgets.
8. Reviews operating budgets to analyze trends affecting budget needs, and takes corrective action when needed.
9. Compiles and analyzes accounting records and other data to determine the financial resources required to implement a program.
10. Provides advice and/or technical assistance with cost analysis, fiscal allocation, and budget preparation.
11. Matches appropriations for specific programs with appropriations for broader programs, including items for emergency funds.
12. Seeks new ways to improve efficiency, reduce costs, and increase profits.
13. Serves as a link between management, employees, and Human Resources by handling questions, interpreting and administering contracts, and helping resolve work-related problems.
14. Advises managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommends needed changes.
15. Performs difficult staffing duties, including dealing with understaffing, refereeing disputes, firing employees, and administering disciplinary procedures.
16. Performs searches for qualified job candidates, using sources such as computer databases, networking, Internet recruiting resources, media advertisements, job fairs, recruiting firms, or employee referrals.
17. Provides current and prospective employees with information about policies, job duties, working conditions, wages and contracts, opportunities for promotion, and employee benefits.
18. Contacts job applicants to inform them of the status of their applications.
19. Interviews job applicants to obtain information on work history, training, education, or job skills.
20. Reviews and evaluates applicant qualifications or eligibility for specified licensing, according to established guidelines and designated licensing codes.
21. Selects qualified job applicants or refers them to managers, making hiring recommendations when appropriate.
22. Conducts reference or background checks on job applicants.
23. Interprets and explains human resources policies, procedures, laws, standards, or regulations.
24. Maintains current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA).
25. Maintains and updates human resources documents, such as organizational charts, directories, or performance evaluation forms.
26. Completes special projects as assigned.
27. Performs other duties as assigned or required.

Job Requirements: 

Required Knowledge, Skills, & Abilities: Knowledge:
1. Administration and Management - Working knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, human resources modeling, leadership technique, and/or coordination of people and resources.
2. Economics and Accounting - Working knowledge of economic and accounting principles and practices, banking, and the analysis and reporting of financial data.
3. Personnel and Human Resources - Working knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems.
4. English Language - General knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
5. Customer and Personal Service - Working knowledge of principles and processes for providing customer and personal services. This includes needs assessment, meeting quality standards for services, and evaluation of user satisfaction.
6. General knowledge of MS Office Suite (Outlook, Word, Excel, PowerPoint).

1. Near Vision - Must be able to see details at close range (within a few feet of the observer).

5. Travel - Must be able to travel on a daily and/or overnight basis.

Required Certifications/Licensures: 

Required Education: High School Diploma or Equivalent

Major (if required: 

Required Experience: 1. High School Diploma and four (4) years of related business experience.

--OR--

Associate's Degree and three (3) years of related business experience.

--OR--

Bachelor's Degree and two (2) years of related business experience.
