Primary Purpose:

Leads the optimization, governance, and continuous improvement of HR systems, workflows, and service delivery processes across the employee lifecycle. Combines operational leadership, HR technology expertise, and process improvement methodologies to enhance efficiency, data integrity, user experience, and organizational effectiveness.
Partners closely with other departments and institutional stakeholders to streamline processes, standardize workflows, improve system utilization, and support strategic HR transformation initiatives.

Essential Job Functions: 

1. Plans, directs, supervises, and coordinates work activities of subordinates and staff, including hiring, coaching, evaluating, and terminating, all in accordance with University policies and procedures.
2. Manages daily operations of HR systems and related technologies.
3. Oversees system configuration, testing, upgrades, integrations, and maintenance.
4. Ensures data integrity, system reliability, and compliance with institutional policies and regulations.
5. Collaborates with IT and vendors to resolve complex system issues and optimize performance.
6. Supports security administration and role-based access controls.
7. Maintains documentation related to system configurations, processes, and procedures.
8. Leads process improvement initiatives across HR operations.
9. Analyzes current-state workflows and identifies opportunities for automation, standardization, and efficiency gains.
10. Redesigns HR processes to improve employee experience and reduce administrative burden.
11. Develops and maintains process maps, SOPs, workflows, and governance documentation.
12. Drives operational metrics and service-level improvements within HR Shared Services.
13. Promotes operational consistency and scalable service delivery models across HR functions.
14. Identifies opportunities to leverage automation, AI-enabled tools, and emerging technologies to improve HR operations and service delivery.
15. Partners with HR and IT leadership to evaluate technology solutions that enhance workflow efficiency, reporting capabilities, and employee experience.
16. Promotes responsible and effective use of AI-enabled capabilities within HR systems and operational processes.
17. Supports the development of scalable digital solutions that reduce manual processes and improve data accessibility.
18. Stays informed on HR technology trends, analytics tools, and emerging workforce technologies.
19. Leads HR technology and transformation projects from planning through implementation.
20. Coordinates cross-functional initiatives involving other administrative and academic departments.
21. Manages testing strategies, issue resolution, implementation timelines, and stakeholder communications.
22. Supports organizational change management and end-user adoption efforts.
23. Assists with implementation of new technologies, modules, and process enhancements.
24. Partners with HR leadership to ensure accurate reporting and compliance requirements are met.
25. Establishes and maintains HR data governance standards and process controls.
26. Supports audit activities and regulatory reporting requirements.
27. Promotes consistent data definitions and reporting standards across HR functions.
28. Collaborates with analytics and reporting resources to improve workforce data visibility and decision-making capabilities.
29. Completes special projects as assigned.
30. Performs other duties as assigned or required.

Physical Requirements:
1. Near Vision - Must be able to see details at close range (within a few feet of the observer).

4. Travel - Must be able to travel on a daily and/or overnight basis.
5. May be required to work nights or weekends.
6. May be exposed to short, intermittent, and/or prolonged periods of sitting and/or standing in performance of job duties.
7. May be required to accomplish job duties using various types of equipment/supplies, to include but not limited to pens, pencils, and computer keyboards.

Required Certifications/Licensures: 

Required Education: Bachelor’s degree

Major: Human Resources, Information Systems, Business Administration, or related field.

Required Experience: 

1. 5–7 years of progressive HRIS experience.
2. 2–3 years of supervisory or project leadership experience.
3. Experience leading process improvement or operational excellence initiatives.
4. Experience with enterprise systems such as Banner, Workday, PeopleSoft, Oracle HCM Cloud, or similar platforms.
5. Experience with reporting and analytics tools such as Power BI or Tableau.

Preferred Qualifications: 

1. Experience in higher education, healthcare, or other complex matrixed organizations.
2. Lean Six Sigma certification or formal process improvement training.
3. Experience supporting HR Shared Services environments.
4. Knowledge of integrations, APIs, and workflow automation tools.
5. Experience managing enterprise implementations or major upgrades.
6. Familiarity with AI-enabled technologies, workflow automation, or digital transformation initiatives.
